Idle is never really idle, there are always things going on in the background...and when these processes require it the CPU boosts and then idles again.

Your temps are fluctuating just because of variable pump speed. Temp is low - pump runs slower - temp is rising - pump ramps up - temp go down, and so on. Set it to one speed and you will see the difference in temps.

You could try looking at the CPU utilisation using the task manager and see if this corresponds to the temperature fall in Speccy.
